Delaware Opportunities administers several types of home repair grants that can assist with the costs of repairs and rehabilitation to a single family, owner-occupied home in Delaware County. These repairs can address code violations, safety issues, accessibility issues, disaster mitigation, and rehabilitation to the major systems of the house (HVAC, electrical, plumbing, etc.) to ensure long term viability. This program assists those that are unhoused or homeless. Provides rental assistance that can include security deposit, first month's rent, temporary/short term rental subsidy. Monthly follow-up and case management is done to promote housing stability.

These costs may include down payment assistance, assistance with closing costs, or assistance with necessary repairs to the prospective property. The funding varies but can come from the NYS Office of Community Renewal, or the NYS Affordable Housing Corporation. Our counselors can assist with navigating a variety to housing issues and achieve your housing goals. Housing counseling services are not income limited and are available to all Delaware County residents and those seeking to move to Delaware County.

Income Guidelines:
RSP will prioritize assistance for those up to 30% of AMI, but can assist those up to 50% of AMI
An eligible participant must meet the following criteria:
-Documented substantial limitation caused by a disability.
-Household income at or below 80 percent of area median income (120 percent of area median income for veterans who are certified by the U.S Department of Veterans Affairs or the Department of Defense as entitled to receive disability payments for a disability incurred in time of war).
The assisted residential unit must be the primary, permanent residence of the eligible participant. The primary residence may be owner-occupied or a rental unit.

The NYS Access to Home Program provides financial assistance to make residential units accessible for low- and moderate-income persons with disabilities. Assistance with the cost of adapting homes will enable individuals to safely and comfortably continue or return to live in their residences instead of residing in an institutional setting.
An eligible participant must meet the following criteria:
-Owns and occupies the residential unit receiving assistance as a primary residence.
-Must be sixty years of age or older.
-Household income not to exceed one hundred percent (100%) of the area median income.

The Residential Emergency Services to Offer (Home) Repairs to the Elderly (RESTORE) program provides financial resources to assist senior citizen homeowners age sixty and over, with the cost of addressing emergencies and code violations that pose a threat to their health and safety or affect the livability of their home. Assistance for the cost of these critical repairs will enable seniors to continue to live independently in their homes.

The housing choice voucher program is the federal government's major program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market. Since housing assistance is provided on behalf of the family or individual, participants are able to find their own housing, including single-family homes, townhouses and apartments.
The participant is free to choose any housing that meets the requirements of the program and is not limited to units located in subsidized housing projects.
