HEAP 2026 Closing Dates

For those in receipt of Public Assistance or SNAP, please call the Delaware County Department of Social Services and ask for the HEAP Department at 607-832-5300.
For those over 60 or all others please call Delaware Opportunities at 607-746-1615.
Effective April 30, 2026 all questions regarding HEAP must be directed to the Delaware County Department of Social Services at 607-832-5300.
The purpose of this is to inform applicants the Regular benefit component will operate through the close of business (COB), April 10, 2026. Mail-in applications postmarked on or before the closing date meet the deadline and must be processed. The functionality to submit online HEAP applications for Regular component benefits through MyBenefits will be disabled at 5:00 pm on April 10, 2026. However, applications filed after a district's regular closing time on April 10, 2026 and submitted via MyBenefits after that time may be denied.
The Emergency benefit component will operate until further notice.
If you are eligible, the Emergency HEAP Benefit can help you heat your home if you are in a heat or heat related emergency.
Emergency HEAP benefits and eligibility are based on:
- income,
- available resources, and
- the type of emergency
You may be eligible for an Emergency HEAP benefit if:
- Your electricity is necessary for your heating system or thermostat to work and is either shut-off or scheduled to be shut off or
- Your electric or natural gas heat is off or scheduled to be shut-off or
- You are out of fuel, or you have less than one quarter tank of fuel oil, kerosene or propane or have less than a ten (10) day supply of wood, wood pellets, corn, or other deliverable heat source.
and
- Your household's gross monthly income is at or below the current income guides for your household size as posted below or
- You receive Supplemental Nutrition Assistance Program (SNAP) benefits or
- You receive Temporary Assistance (TA) or
- You receive Code A Supplemental Security Income (SSI) Living Alone and
- The heating and/or electric bill is in your name
